You will likely have to purchase that portion of the world map. It is possible that the named port is on a portion of the world map that you haven’t purchased yet. If you do have a treasure map, it will tell you where the treasure island is in relation to the nearest port (such as 25 miles Southwest of Shark’s Reef). If you currently don’t have a treasure map, it will say so. In order to find out whether you have a treasure map, access the main menu (the icon which looks like 3 wooden boards aligned horizontally on the left side of your screen) and then access Overview and then select Treasure Map.
A few of the survivors I found floating in the water and picked up also had a treasure map in their possession. There are definitely fewer shipwrecks on the open ocean. I usually find treasure maps in the open world on shipwrecks and you are more likely to stumble upon shipwrecks when you sail in the open world along a coast.
